How to Publish Your App on the App Store and Google Play From Lebanon and the GCC

Your app is built and tested. Now it has to pass two gatekeepers: Apple’s App Store and Google Play. When you publish an app from Lebanon or for a GCC business, the code is rarely what delays the launch. The usual delays are developer accounts, company verification, store listings, privacy forms, and review rejections.

Here is what each store asks for, what goes wrong, and what to prepare. Store rules change, so confirm details in App Store Connect and Play Console before fixing a launch date.

Individual or Organization Developer Account?

  • Individual (Apple) or Personal (Google): tied to one person’s legal name, which Apple shows as the seller. It is quicker, but harder to hand over later.
  • Organization: the company is shown as the seller. Apple requires a legal entity that can sign contracts (not a trade name or branch), a work email on your company domain, and a working public website. Google asks for a website and a verified developer email and phone number.

For a business app, choose an organization account in the company’s own name. Apple also says apps in regulated fields such as banking, healthcare, and crypto should come from the legal entity that provides the service, not an individual. Our guide to fintech app development in Lebanon and the GCC covers that space.

The D-U-N-S Number: Start It First

Organization accounts on both stores need a D-U-N-S Number, a nine-digit business identifier from Dun & Bradstreet. Many companies already have one, so search first. Requesting it is free; Google warns about third-party services that charge high fees for this free registration.

Timing is the main issue. Apple says to allow up to 5 business days to receive the number, plus up to 2 business days before Apple can see it. Google says the process can take up to 30 days. Your legal name and address must match the D-U-N-S record, so keep your registration documents ready.

Developer Fees in 2026

  • Apple Developer Program: 99 USD per membership year (prices may vary by region). Eligible nonprofits, educational institutions, and government entities can request a fee waiver.
  • Google Play Console: a one-time 25 USD registration fee, paid by credit or debit card. Prepaid cards are not accepted.

These cover the store accounts only. For build budgets, see our guide to app development cost in Dubai and Saudi Arabia.

Is Lebanon Supported?

Google lists Lebanon as supporting both Google Play developer registration and merchant registration, which is needed for paid apps and in-app purchases. Lebanon also has its own App Store storefront. Apple notes that developer enrollment may not be supported in some regions because of sanctions or other restrictions, so start enrollment early and confirm it completes for your company.

Google Play’s Testing Rule for New Personal Accounts

Google requires personal developer accounts created after November 13, 2023 to run a closed test with at least 12 testers opted in continuously for at least 14 days before applying for production access. Google says that application review usually takes seven days or less.

Testers who leave early do not count, so recruit more than 12. Structured testing pays off either way; see our article on user testing in mobile app development. On iOS, Apple’s TestFlight is the official channel for beta builds.

How to Publish an App From Lebanon: Step by Step

  1. Pick the account owner: the company, using an email that will not disappear when an employee leaves.
  2. Get the D-U-N-S Number and enroll in App Store Connect and Play Console; each store verifies you separately.
  3. Prepare the listing: app name (30 characters maximum on both stores), descriptions, screenshots of the app in use, icon, category, and support contact.
  4. Complete privacy declarations: privacy policy URL, Apple’s App Privacy details, and Google’s Data safety form.
  5. Test on real devices with TestFlight and Play’s internal or closed tracks.
  6. Submit with review notes, including a working demo account.

Store Listings in Arabic and English

Apple supports Arabic metadata. In Apple’s storefront table, Lebanon defaults to English (U.K.) with Arabic and French, and Gulf storefronts such as Saudi Arabia, the UAE, Kuwait, and Qatar default to English (U.K.) with Arabic. Google Play defaults to English (United States); you can add translations and in-language screenshots, otherwise users may see an automatic translation.

Write the Arabic listing properly and show a real right-to-left interface. Our guides to mobile app UX for Lebanon and GCC users and bilingual Arabic-English design cover the details.

Privacy Policy, Data Safety, and Account Deletion

Both stores require a privacy policy link and a declaration of the data your app collects and shares, including data collected by third-party SDKs such as analytics or ad tools. If users can create an account, they must be able to delete it: Apple requires deletion inside the app, and Google requires an in-app path plus a web link for deletion requests.

Payments: What the Stores Allow

Digital content or features, such as subscriptions, premium tiers, or in-app currency, generally must use the store’s own in-app purchase or billing system, with limited exceptions. Physical goods or services used outside the app, such as delivery orders or bookings, must use another method, such as a card gateway or cash on delivery. See our guide to payment gateways for Lebanon websites and apps.

Common Rejection Reasons

Apple says over 40% of unresolved review issues relate to app completeness. Watch for:

  • Crashes, bugs, or a backend that is offline during review.
  • A missing or broken demo account.
  • Placeholder text, broken links, or no privacy policy or support link.
  • Screenshots that do not match the app.
  • Apps that only wrap a website.
  • Permission prompts that do not explain why data is needed.

How Long Review Takes

Apple says it typically reviews at least 50% of submissions in under 24 hours and 90% in under 48 hours, and approved apps can take up to 24 hours to appear on all selected storefronts. Google says reviews for some developer accounts can take up to seven days, or longer in exceptional cases. Leave buffer time before any campaign.
